Position Summary

Plans, coordinates, and manages the operations and activities of the Pierce County Library System’s Finance Department; develops and administers financial policies and procedures; maintains the General Ledger and Chart of Accounts; manages the Library’s cash investments; conducts budget and financial analyses; oversees payroll function; prepares a variety of financial records and reports; provides technical support to management personnel and staff regarding financial matters; oversees and coordinates assigned finance projects; acts on behalf of the Finance & Business Director as required; and supervises assigned personnel.

  • Ensures the delivery of high-quality, customer-focused services; assists in ensuring the Library’s services appropriately meet the needs of the community.
  • Oversees and coordinates departmental operations including accounting, payroll, financial reporting, and auditing.
  • Develops, implements, and administers Finance Department policies and procedures; establishes departmental goals, objectives, and priorities.
  • Hires, trains, supervises, disciplines, and evaluates the performance of assigned personnel; ensures staff compliance with Library and departmental policies, procedures, and regulatory requirements. Represent the Library in labor management matters.
  • Provides technical support and guidance to management personnel and staff regarding financial matters.
  • Analyzes operating results, economic indicators, and budget variances in preparation for budget modifications and ongoing budget processes.
  • Participates in budget processes and provides input in relation to the preparation of the Library’s annual budget.
  • Manages the Chart of Accounts; compiles, analyzes, creates, and posts journal entries and/or other adjustments to the General Ledger.
  • Oversees payroll function and ensures that it is timely, accurate, contemporary, and focused on the customer;
  • Oversees weekly branch financial reports; produces monthly summary reports and conducts financial analyses for department heads.
  • Reconciles branch receipts, prepares bank deposits, and reconciles bank accounts.
  • Prepares and submits weekly deposits to the County; reconciles Library financial information to County records.
  • Prepares invoicing for all billable contracts and grants; generates and disseminates related reports; coordinates with vendors, customers, and staff regarding billing matters.
  • Reviews incoming billing and financial documentation for timeliness and appropriateness.
  • Provides financial reports as required by various outside agencies including the Washington Secretary of State, BOT, US Census, Internal Revenue Service, and/or other parties.
  • Participates in planning, coordinating, and issuing bonds and other debt instruments.
  • Manages and maintains the Library’s cash investments.
  • Coordinates audit activities and responds to inquiries by external auditors.
  • Oversees and coordinates finance projects including systems conversion as assigned.
  • Acts on behalf of the Finance & Business Director in his/her absence and performs related duties including reviewing and processing requisitions.
  • Creates and leads cross-functional teams and collaborative efforts; develops and maintains relationships with multiple departments. Serves as a member of the Library’s Leadership team.
  • Demonstrates punctuality and regular and consistent attendance.
  • Brings matters of public concern regarding waste, inefficiency, corruption, discrimination, and safety to the attention of Library Management.
  • Accurately communicates the Library’s policies to members of the public in all job-related contacts.
  • Positively reflects Pierce County Library’s mission, vision, and values to members of the public and to staff.
  • Performs other duties as assigned or required.

Required Knowledge, Skills, and Abilities

The employee is expected to perform or possess the following:

Minimum Requirements including Education, License or Certifications:

  • Bachelor’s Degree in Accounting or Finance, and
  • Five years financial management experience; OR
  • Any combination of education and experience which would provide the required knowledge and skills and allows successful performance of the job.
  • Certified Public Accountant (CPA) certification is desired.
  • A valid Washington State Driver’s License is required.
  • Must pass local police and Washington State Adult/Child Abuse records check prior to hire.
  • The ability to work evenings and weekends on a rotating schedule and to adapt to schedule changes on short notice is required.
  • Principles and practices of finance, accounting and payroll.
  • Regulations and standards governing departmental activities.
  • Current trends and developments in the field of finance, accounting and payroll.

Technology Requirements:

Required:

  • Ability to effectively navigate basic electronic record creation and storage (e.g. timecard/HRIS, performance review, network drive storage)
  • Use of basic office equipment (e.g. PC, printer, phone, fax, mouse, security alarm)
  • Basic keyboard and alpha/numeric data entry skills
  • Basic PC navigation skills in a windows based environment; ability to connect and print
  • Ability to navigate, search and use basic web functions and applications
  • Intermediate MS Office Suite skills (e.g. Outlook, Word, Excel) to satisfactorily complete job responsibilities
  • Experience with time and attendance systems or processes
  • Ability to collect, audit, analyze data sufficient to formulate recommendations and make decisions as required by position
  • Experience in ebook management (branch roles only)
  • Experience with Integrated Library System, Inventory or Data Management system (branch only)
  • Ability to document instruction, troubleshoot, and teach basic level MS Office Suite (e.g. Outlook, Word, Excel) to satisfactorily complete job responsibilities

Physical and Environmental Conditions:

Work is conducted in a normal office setting that provides comfortable lighting, temperature and air conditions. Occasional light lifting, such as three to four reams of paper, four or five books, or other library materials up to 35 pounds may be required. Subject to sitting and standing for extended periods of time, talking, bending, reaching, and lifting objects weighing up to 30-35 pounds. May lift or push up to 50 pounds as needed.

Work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices or meeting rooms, e.g. use of safe work place practices with office equipment, and/or avoidance of trips and falls and observance of fire regulations.

Work may be performed in a library environment and involve regular contact with the public, and/or require push/pull loaded carts.
